Joe Ruch

Joe co- founded SJMR in 2024 to provide consulting services in the construction and surety industries. 

Joe has served in various positions in the construction industry for over 35 years. His experience includes public accounting as a CPA, CFO, and 25 years concentrated in the surety industry. Joe led a regional surety for the last five years after 17 years at Liberty Mutual Surety.  He has led Credit and Enterprise Risk Management Committees, developed business plans, developed and improved credit modeling, benchmarking, and portfolio capabilities and capacity. He led a department tasked with performing underwriting and claims evaluations for more than 350 contractor accounts of all disciplines with revenues ranging from $1 million to $1 billion dollars and single project reviews over $1 billion.

Joe’s education/license background is as follows:

• BS in Accounting - Spring Garden College
• MBA in Finance - Temple University
• Certified Public Accountant

Joe is a Member of the AICPA, PICPA, CFMA, and CGMA associations.  He has presented at the CFMA/AGC and NASBP Summer School on topics such as internal controls, job cost systems, financial and job cost reporting, cash flow projections and more with the ultimate goal being to mitigate the financial and operational risks associated with conducting business in a difficult and competitive environment.

Joe is involved with a Philadelphia based charitable organization that focuses on providing financial assistance to children who have lost a parent.  In his leisure time, he enjoys playing golf and following the professional sports teams in Philadelphia.  Joe and his wife Trish live outside of Philadelphia and have four adult children.
